Main thing that decrease it is "bound village issues", how the hell fix it? Go to the villages associated with the town. The notables in the said town will have a quest for you. If you solve them, the penalty goes away. Visit your bound villages. The notables will have tasks for you. If you do these tasks, your bound village issues will disappear.

I thought it would be cool to like, choose to be a younger son and try to conquer all the fiefs of your older brother who got everything when your last character died. Bannerlord works differently. All fiefs belong to the clan. Whoever you choose is the leader of the clan and controls all fiefs.
Download one of the mods that changes settlement culture after you own the settlement for a while and enjoy. The -3 loyalty penalty makes sense for a year or maybe even a few years after conquering a place, but making it an indefinite penalty doesn't make sense and just isn't tenable.
So like the title says I took over a city on my lonesome with nobody else in my army and once it was taken the kingdom decision for the city's ownership came up. I wasn't even on the board for people to be chosen for ownership. Instead either the leader of the faction takes it for himself or it goes to some other lord who already owns two fiefs.
Have founded my own kingdom, been using the Kingdom Decision to give myself larger Towns while letting the other 2 Clan take the Scrappy Castles that remains. Now I convinced a third clan to join my ranks, but now when there is a Kingdom Decision, i'm not longer available as an option to give the Fiefs/Towns to IIyY.
